Project 25 is a set of standards that are designed to create interoperability for users. This allows for users, often public safety officials, to effectively communicate across different manufacturers. In emergency situations, this is critical for the safety of both the officials and the public. To ensure that the radios manufacturers are using are P25 compatible, the U.S. government introduced the P25 Compliance Assessment Program (P25 CAP) in 2008.

The P25 CAP came about from a partnership between the U.S. Department of Homeland Security Science and Technology Directorate (S&T) and the U.S. Department of Commerce Public Safety Communications Research program. The purpose of this voluntary program is to give these users confidence that the devices they are using are actually P25 compatible. The program tests participating radios against P25 standards for performance, conformance, and interoperability to ensure that the radios are, in fact, P25 compatible. The results of the tests are then publicly published allowing the first responders who use the radios to see the results for themselves.

The impact that this program has is that it promotes the use of P25 radios by showing first responders which radios are P25 compatible and which are not. The more manufacturers feel pressured to switch to P25 radios, the more interoperability there will be for the public safety officials that rely on them. Inevitably, this makes these personnel and the public in general much safer.

P25 compliant radios are key for the safety of the public and those that protect them. But public safety officials want to be sure that the radios they use are P25 compliant. That is where the P25 Compliance Assessment Program comes in. By testing the products that claim to meet the P25 standards and publicly publishing the results, these safety officials that are charged with protecting the public will be able to see for certain that they are using the right product. RELM Wireless completed the assessment program in 2011 and continues to provide top-quality P25 equipment to public safety personnel around the country.

Project 25 (P25) is the set of standards that guides public safety communication towards interoperability. Within these standards are eight open interfaces, the ability for devices from separate manufactures to connect with each other. These open interfaces are the key to interoperability and, subsequently, keeping residents safe.

Common Air Interface (CAI)

Common Air Interface, or CAI, is the standard that specifies the type and content of the signals that are to be transmitted by compliant radios. Any of these radios should be able to communicate with any other CAI radios, regardless of who produced the radio.

Subscriber Data Peripheral Interface

Subscriber Data Peripheral Interface is the standard that specifies the port through which mobile radios and portable radios have the ability to connect to laptops or data networks.

Fixed Station Interface

Fixed Station Interface is the standard that specifies the set of mandatory messages that support the digital voice, data, encryption, and telephone interconnect necessary or communication between Fixed Station and P25 RF subsystems.

Console Subsystem Interface

Console Subsystem interface is the standard that specifies the basic messaging necessary to interface a console subsystem to a P25 RF subsystem.

Network Management

Network Management is the standard that specifies a single network management scheme. This will enable all network elements of RF subsystem to be merged.

Data Network Interface

Data Network Interface is the standard that specifies the RF subsystem’s connections to computers, data networks, and external data sources.

Telephone Interconnect Interface

Telephone Interconnect Interface is the standard that specifies the interface to Public Switched Telephone Network (PSTN). PSTN supports both analog and ISDN telephone interfaces.

Inter RF Subsystem Interface

Inter RF Subsystem Interface is the standard that specifies the interface between RF subsystems. This will allow the RF subsystems to connect into wide-area networks.

These standards allow for public safety officials to have open communication with other departments from other jurisdictions during emergency situations. When disaster hits and emergency response teams are called into action, they need to be able to effectively communicate. With interoperability of paramount importance, P25 radios give emergency crews the ability to communicate with other response agencies. But as with most technological advancements, interoperability is changing and will look quite different to the next generation.

Emergency situations happen in every community regardless of size and often teams from other jurisdictions are called in to assist. Rather than having people huddled around an integration device attempting to allow the response teams to communicate, interoperability allows the teams to seamlessly collaborate.

Since it’s conception in 1989, the focus of Project 25 is to ensure that interoperability is achievable regardless of manufacturer or jurisdiction. But with the advancements in technology, what interoperability will look like in the future is changing.

With the use of smartphones and tablets, this generation is used to being delivered a an immense amount of information, intelligence, and evidence instantly. That technology is now reaching the public safety world with the ability in some areas to text 911. Some expect that within the next decade, public safety officials will have the capability of streaming live video to responders in the field, provide live views inside facilities for law enforcement using Internet protocol (IP)-based video surveillance, and the ability to capture, store, and archive images, video, and text which can be used for instant replay and evidence when needed.

Whenever P25 two-way radios are mentioned, the word interoperability is mentioned with it. But what is interoperability of P25 radios and why is it so important?

In short, interoperability gives multiple agencies from different jurisdictions the ability to seamlessly communicate. Too many times in the past, a lack of communication due to ineffective two-way radios has troubled emergency responders during rescue efforts. Because of this, one of the main focuses of Project 25 (P25) is to improve interoperability during emergency situations.

Consider a small town that has just suffered a natural disaster. With little emergency personnel, they will need to call in reinforcements from other jurisdictions to help out. But with so many different jurisdictions coming together working on one emergency response, the lack of communication and coordinator just makes an already dire situation even worse.
